Partnering with non-profit, governmental, and local entities, HCD strives to strengthen Houston’s neighborhoods and provide true housing choices. To achieve this vision, HCDD is seeking a Staff Analyst to join its team. In this position, you will oversee budgets for entitlement, disaster recovery, and/or special purpose grants. Key Responsibilities • Work with grant accountants to prepare SAP budget transactions to set up contract funding, project revisions, budget transfers, grant and project amendments, and journal entries. • Create Outline Agreements, Service Release Orders (SRO), Purchase Orders, and other necessary project-related documents in SAP. • Review and reconcile SAP and grant system transactions, including budgets for projects and grants. • Prepare financial and management information related to projects and grants utilizing various software and data tools. • Research, analyze, summarize, and disseminate relevant financial information to senior management. • Coordinate with program area teams to evaluate the viability of projects, including management, organizational, and financial analysis. • Exercise regulatory oversight of projects and grants, ensuring financial grant compliance and timeliness tests. • Provide timely responses to internal and external inquiries, professional customer service, and technical assistance. • Work independently and provide progress updates to the supervisor and program area teams as necessary. • May be assigned management responsibilities on a limited basis for certain functions, units, or programs. • Compiles data, produces information, and interprets results through conclusion or recommendation formulation. • Represent supervisors and the Finance division in meetings and functions. • Manage highly confidential information. • Review and revise division policies and procedures for completeness, accuracy, and relevance. • Participates in the evaluation and design of workflow, processes, various systems, etc. • Interprets administrative policies and oversees communication and departmental personnel regarding these policies. • Negotiates solutions for problems of simple to medium complexity as assigned by the supervisor. • Prepares, edits, and revises department policy and procedure manuals. Respond to correspondence requests for information, etc. as assigned by the supervisor. • Develop technological solutions and systems for continuous improvement programs and other appropriate applications. • Performs other related duties, as assigned. Essential Attributes • Organized: Must be able to maintain large quantity of files in both electronic and paper form • Detail Oriented: The job requires a high level of organizational, time management, and prioritizing skills, attention to detail, and innovative problem-solving. • Motivated: Must be a self-starter who is well organized with strong analytical skills and works well in a team environment ; taking ownership of projects to complete them effectively and efficiently • Computer Literate: Experience in SAP is highly preferred. Ideal candidates should have demonstrated a high skill level in Excel and be able to create and generate reports in Word and Access. This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends. WORKING CONDITIONS There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.MINIMUM EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Public Administration, Business Administration, Finance or directly related to the type of work being performed. Substitution: • Graduate degrees related to the type of work performed may substitute for the experience requirement on a year-for-year basis. MINIMUM EXPERIENCE REQUIREMENTS Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
