Experience: • Minimum 10 years of experience implementing Work Management Systems/Enterprise Asset Management Systems/Computerized Maintenance Management Systems. • At least 10 years of hands-on IBM Maximo experience with accredited certification; experience with MAS SaaS version 8 or later is an asset. • Proven track record in supporting large-scale IT solutions across the full lifecycle, including analysis, architecture, design, testing, and deployment. • Strong senior-level background in Work Management System • implementation or integrated solutions for asset management, reliability engineering and plant maintenance, covering planning, program management, project delivery, vendor management, cost recovery, service requests, and work orders using web, geospatial, and mobile (i.e. field) technologies. • Experience in Water Utilities or similar industries (manufacturing, nuclear, power, other utilities); familiarity with Water Meter and Water Billing systems is a definite asset. • Project Management Professional (PMP) certification is a definite asset. • Proven experience implementing IBM MAS Modules and add-ons like Material Management, Graphical Scheduler, Condition Monitoring (including integration with SCADA), Health, Safety and Environment, etc. • Familiarity with Asset Strategy Management and Asset Planning and Management software is a definite asset. • Proven Knowledge of IBM MAS SaaS offerings and APP points license models. • Proven experience delivering roadmap documents that encompass the assignment duties in Section 2.0, including work management technical strategy/ frameworks, criteria and key design decision documents, business processes maps and solution design documents. • Proven experience developing business cases and defining business benefits for projects. • Proven experience developing procurement documents and strategies. • Proven experience developing project management documentation including charters, schedules, work breakdowns, cost-benefit analyses etc. Technical Expertise: • Minimum 5 years in requirements elicitation and analysis, conducting SME interviews, facilitating workshops, and documenting business requirements for large-scale technology projects. • Minimum 5 years evaluating, recommending, and documenting workflows, roles, responsibilities, and integration strategies; skilled in “as-is” and “to-be” process design using BPMN standards. • Minimum 5 years developing Gap Analysis reports, Business Architecture, and Roadmap documentation. • Extensive experience deploying offline mobile solutions integrated with Work Management Systems; GIS-based mobile solutions (e.g., Trimble Unity Construct) are an asset. Requirements: Deliverables: • All duties as outlined above in Section 2.0 Assignment Duties • Other deliverables as directed by management • Collaboratively work with Toronto Water and third-party Suppliers to provide a Roadmap document that incorporates • Roll out of IBM MAS to other areas like the Water Meter Program and Distribution and Collection Field Innovation Unit. • Integration with other City Enterprise Solutions like SAP S4 Hana, Cornerstone On Demand, M5 Fleet Management System, Kronos Workforce Management, etc.) • Incorporate reliability engineering and asset management best practices into Maximo’s configuration, enabling strategic reliability advancements in Analytical Methods, Failure Investigation, and Maintenance Optimization. • Technical configurations that directly support Toronto Water’s path toward asset management compliance, a key indicator of advanced strategic reliability capabilities under the Asset Management System Objectives. • A procurement (using RFP approach) strategy for the roadmap. • Business case and benefits of each component of the roadmap.
