Salary Range: $10,214.44 - $14,109.50 monthly SUMMARY The Data & Analytics Unit is responsible for collecting, analyzing, and interpreting healthcare data to support decision-making and optimize resource use across the Los Angeles County Department of Health Services (DHS). The unit manages patient care and operational data, using analytics to identify patterns, predict outcomes, and improve service delivery. The unit also ensures data integrity, data governance, and regulatory compliance. The Information Technology Specialist I with a Data Analytics Specialization supports a variety of departmental initiatives, with specialized technical expertise in the design, implementation, and maintenance of enterprise data governance practices. The role will focus on establishing, maintaining, and applying data governance practices that support accurate, consistent, and reliable analytics and reporting across the organization. Requires performing highly complex data analysis to support standardized data definitions and documentation within a Data & Analytics unit. The Information Technology Specialist I will produce data governance strategies, maintain data governance standards, and support department-wide projects to enhance efficiency and effectiveness. ESSENTIAL FUNCTIONS • Produces and maintains data governance standards related to data elements, business rules, metadata, and reporting logic used across analytical and reporting environments. • Deliver data governance guidelines, policies, and operational procedures to support data-driven initiatives. • Collaborate with cross-functional teams to understand business requirements and deliver high-quality, reliable data governance solutions. • Applies expert knowledge of data governance standards across enterprise analytics and reporting solutions. • Develop clear, concise written materials, including reports, policy documents, and PowerPoint presentations for the Data & Analytics unit. • Analyze departmental services and recommend improvements to enhance operational efficiency and data utilization. • Communicate complex data analytics concepts to both technical and non-technical stakeholders to support informed decision-making. • Build and maintain strong relationships with stakeholders to support data governance objectives and promote best practices. • Deliver the build, validation, and maintenance of analytics solutions and reports. • Perform special assignments and projects, including supporting strategic unit-wide initiatives. JOB QUALIFICATIONS The ideal candidate for the Information Technology Specialist I - Data Analytics Specialization should possess 7+ years of advanced technical expertise with expertise in data governance, data quality, metadata management, and data documentation. The Information Technology Specialist I - Data Analytics Specialization is responsible for producing data governance procedures such as standardized data elements. The role involves close collaboration with data stewards and business stakeholders to deliver data governance solutions that align with organizational goals. They should have experience leading data-driven initiatives, developing data governance strategies, and collaboration with cross-functional teams to deliver standards that support enterprise goals. The candidate should be proficient in advanced analytics tools and technologies, with a deep understanding of data governance, security, and compliance. Strong communication, problem-solving, and analytical skills are essential to drive collaboration across departments, influence decision-making, and ensure alignment with organizational priorities. Education/Experience • Bachelor's degree or higher from an accredited institution in Computer Science, Information Technology/Systems or a closely related quantitative field. • 7+ years of hands-on experience, with 2+ years at a Principal Information Systems Analyst level developing and maintaining enterprise wide data governance standards. • Experience performing technical and analytical work involving data analysis, data quality, and reporting. • Extensive experience applying data standards, definitions, and validation methods to ensure data accuracy and consistency across analytics solutions, reporting, and systems. • Strong proficiency in ETL (Extract, Transform, Load) processes and tools, data modeling, and data architecture best practices. • Experience developing a variety of stakeholder materials, including but not limited to concise stakeholder presentations and staff training materials/guides. • Excellent problem-solving skills, with a proactive approach to identifying and resolving data-related issues. Certificates/Licenses/Clearances • Successful clearing through the Live Scan with the County of Los Angeles.
