SUMMARY
The Data & Analytics Unit is responsible for collecting, analyzing, and interpreting healthcare data to support decision-making across the Los Angeles County Department of Health Services (DHS). The unit manages patient care and operational data, using analytics to identify patterns, predict outcomes, and improve service delivery. The unit also ensures data integrity, governance, and regulatory compliance.
The Principal Information Systems Analyst with a Data Analytics Specialization supports a variety of departmental initiatives, focusing on establishing, maintaining, and applying data governance practices that support accurate, consistent, and reliable analytics and reporting across the organization. This role requires performing highly complex data analysis to support standardized data definitions and documentation within a Data & Analytics unit. The analyst will contribute to the development of data strategies, maintenance of data governance standards, and support department-wide projects to enhance efficiency and effectiveness.
ESSENTIAL FUNCTIONS
• Establishes and maintains data governance standards related to data elements, business rules, metadata, and reporting logic used across analytical and reporting environments.
• Deliver data governance guidelines, policies, and operational procedures to support data-driven initiatives.
• Conduct data governance operations, ensuring compliance with established guidelines and supporting best practices for data management.
• Develop clear, concise written materials, including reports, policy documents, and PowerPoint presentations for the Data & Analytics unit.
• Analyze departmental services and recommend improvements to enhance operational efficiency and data utilization.
• Communicate complex data analytics concepts to both technical and non-technical stakeholders to support informed decision-making.
• Assist with maintenance, build, and testing of technical systems and reports.
• Build and maintain strong relationships with stakeholders to support data governance objectives and promote best practices.
• Perform special assignments and projects, including supporting strategic unit-wide initiatives.
JOB QUALIFICATIONS
The ideal candidate for the Principal Information Systems Analyst - Data Analytics Specialization should possess a strong background in data analytics, data governance, and enterprise reporting, preferably for in a Data & Analytics unit. Strong writing and communication skills with the ability to draft clear, concise, and well-structured documents. Experience in drafting data governance guidelines or similar policy documents for enterprise organizations. Demonstrated experience establishing and applying data standards, definitions, and compliance across analytical environments. Proficient in facilitating meetings, taking detailed notes, and managing follow-up actions.
Strong communication and problem-solving skills are essential to drive collaboration across departments, influence decision-making, and ensure alignment with organizational priorities. Strong technical abilities are essential to analyze, build, troubleshoot, and solve complex data and governance requirements. Additionally, the ideal candidate should have a proven track record of translating complex data into clear, strategic recommendations and fostering a culture of data-driven decision-making.
Education/Experience
• Bachelor's degree or higher from an accredited institution in Computer Science, Information Technology/Systems or a closely related quantitative field.
• 5+ years of experience, with 2+ years at a Senior Information Systems Analyst level developing and maintaining enterprise wide data governance standards.
• Strong proficiency in ETL (Extract, Transform, Load) processes and tools, data modeling, and data architecture best practices.
• Experience using project management tools and templates and experience using agile methodology and its application to software and data product development.
• Experience developing a variety of stakeholder materials, including but not limited to concise stakeholder presentations and staff training materials/guides.
Certificates/Licenses/Clearances
• Successful clearing through the Live Scan with the County of Los Angeles.
