Under the direction of the Deputy Director of Economic Support and Self-Sufficiency (ESSS), the Workforce Development Division (WDD) Director provides strategic leadership and oversight of programs that promote economic stability and self-sufficiency for San Francisco residents. This role is responsible for designing, implementing, and evaluating programs that support employment, education, training, and economic mobility for individuals and families served by the agency, including CAAP, CalWORKs, CalFresh Employment & Training (E&T), and other workforce-aligned programs. The Director collaborates with internal departments, community-based organizations, educational institutions, and employers to align workforce strategies with local labor market needs. This position ensures compliance with federal, state, and local regulations while advancing equity, innovation, and client-centered service delivery, while advancing innovative strategies that strengthen partnerships, improve service delivery, and achieve meaningful employment outcomes for the City’s diverse population. The incumbent will need to: be adaptable and flexible, be a creative problem solver, exhibit exceptional customer service skills, business communication, project management, organizational skills, and can build rapport with internal and external stakeholders. Essential Duties and Functions: According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned. 1. Lead the development and execution of workforce development strategies that promote economic self-sufficiency for clients. 2. Manage and direct program operations, performance metrics, and continuous improvement efforts across employment and training programs. 3. Manage cross-sector partnerships with workforce boards, community colleges, employers, and nonprofit organizations to build partnerships and advance the Agency’s mission. 4. Ensure integration of workforce services across benefit programs to provide aligned and holistic support. 5. Supervise and mentor a multidisciplinary team, fostering a culture of accountability, collaboration, and innovation. 6. Monitor and report on program outcomes, funding utilization, and compliance with applicable laws and regulations. 7. Direct, mentor, and evaluate management and supervisory staff to ensure high levels of productivity, accountability, and achievement across the program. 8. Monitor the efficiency and effectiveness of the program's organizational structure, staff assignments, service delivery, and administrative operations. 9. Represent the Agency with state and federal officials, committees, and other stakeholders as required or as designated by the Director or Deputy Director. 10. Lead and participate in planning, developing, and implementing business services and program activities for the WDD program. 11. Participate in executive-level strategic planning, including annual budget development and staffing support for the WDD program.
