Artificial Intelligence and Cybersecurity Governance Framework and Adoption Consultant (Job Opening No. 260522) Job Summary Join the Office of Investment Management (OIM) of the United Nations Joint Staff Pension Fund (UNJSPF) as a Consultant specializing in Artificial Intelligence (AI) and Cybersecurity Governance. Contribute to the design and implementation of cutting-edge governance frameworks that will shape the responsible adoption of AI technologies and strengthen cybersecurity risk management across OIM’s global operations. This six-month consultancy is based in New York with flexible work arrangements and will support a strategic initiative aimed at aligning OIM’s use of emerging technologies with UN values, regulatory frameworks, and data protection standards. The Consultant will report to senior leadership and work closely with cross-functional teams, including Risk, IT, Compliance, Legal, and external partners. As a key advisor, the Consultant will lead the development of AI and cybersecurity governance frameworks, oversee technology implementation planning, support vendor oversight, and build capacity within the organization. Job Responsibilities- Brief Description The Consultant will be responsible for delivering the following key outputs: • AI Governance Framework: Define guiding principles, governance structure, RACI matrix, risk framework, and continuous improvement plan for AI. • Cybersecurity Governance Framework: Develop principles, policies, Three Lines of Defense structure, incident response protocols, and risk criteria. • AI Implementation Plan: Identify and prioritize use cases, develop an actionable roadmap, and support secure process redesign. • Microsoft 365 AI Enablement Blueprint: Provide configuration guidance, integrate Power Platform tools, and recommend appropriate security controls. • Vendor Oversight Dashboard: Monitor consultant/vendor deliverables, risk exposure, and alignment with governance standards. • Tooling and Monitoring Assessment Report: Evaluate current governance tools, identify capability gaps, and recommend improvements. • Cybersecurity Alignment Report: Analyze AI-related cybersecurity risks and propose mitigation strategies in line with Zero-Trust architecture. • AI Adoption and Change Enablement Toolkit: Create communication materials, playbooks, training content, and a roadmap for sustainable adoption. • Training and Workshop Delivery: Conduct at least three training sessions and hands-on workshops with supporting materials. • Final Report and Sustainability Plan: Deliver a consolidated report capturing key findings, lessons learned, and a long-term governance roadmap. Required Qualifications, Capabilities, and Skills Applicants must clearly address the following criteria in their submission: • Advanced university degree (Master’s or equivalent) in computer science, information systems, cybersecurity, data science, business administration, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced degree. • At least 15 years of progressively responsible experience in AI governance, cybersecurity governance, data strategy, or digital transformation is required. • Proven experience developing and implementing governance frameworks for emerging technologies. • Familiarity with the Microsoft 365 ecosystem, including Microsoft Copilot, Power Platform, Purview, Entra ID, and Defender. • Experience with data governance platforms, risk assessment methodologies, and incident response planning. • Demonstrated ability to deliver capacity-building programs and lead cross-functional workshops. • Experience in a UN or intergovernmental organization context is desirable. • Strong communication skills, with the ability to produce high-quality technical documentation and present findings to senior stakeholders.
