Description We are seeking an experienced Arabic speaking senior project manager / scrum master to lead and deliver complex digital transformation initiatives across IT, SDLC, ERP, low-code, networking, and enterprise platforms. This role requires a strong balance between delivery ownership (project manager) and agile execution leadership (scrum master), ensuring predictable outcomes, stakeholder alignment, and continuous improvement across programs. Roles & responsibilities • Lead and manage digital projects end-to-end, ensuring delivery on time, within scope, and within budget. • Develop and maintain detailed project plans, including timelines, milestones, deliverables, and dependencies. • Manage project scope, change requests, risks, and issues proactively throughout the project lifecycle. • Engage internal and external stakeholders to define, align, and manage project requirements and objectives. • Act as scrum master for agile delivery teams, facilitating sprint planning, daily stand-ups, reviews, and retrospectives. • Remove delivery impediments and enable high-performing, self-organizing teams. • Promote and apply agile best practices, tailoring frameworks to business and project needs. • Drive continuous improvement in delivery velocity, predictability, quality, and team performance. • Communicate project status, progress, risks, and dependencies to stakeholders with transparency and clarity. • Coordinate and manage cross-functional teams and third-party vendors to ensure successful delivery. • Provide leadership and direction to project teams, fostering a collaborative and high-performance culture. • Apply waterfall and agile methodologies as appropriate, ensuring adherence to project management best practices. • Allocate and manage project resources effectively, ensuring optimal utilization and delivery success. • Monitor and control project budgets, ensuring cost efficiency and financial accountability. • Implement and oversee quality assurance, governance, and audit mechanisms across the project lifecycle. • Conduct regular project reviews to assess performance, identify risks, and drive improvements. • Provide technical guidance to teams, ensuring solutions align with project objectives and organizational standards. • Maintain complete, accurate, and up-to-date project documentation, including plans, reports, and records. • Prepare and present regular project status updates to senior management and key stakeholders. • Ensure compliance with PMO standards, agile practices, and delivery frameworks. Requirements Qualification and education requirements: • Bachelor’s degree in computer science, IT, business administration, or related field. • Master’s degree is a plus. • Certifications (highly desirable): PMP or PMI-ACP / scrum master / agile certifications. Minimum experience/skills required: • 5–10 years of project management experience in IT & digital transformation. • Proven experience delivering projects in the UAE government, semi-government, or enterprise sectors. • Strong hands-on exposure to both agile and waterfall methodologies. • Technology & domain exposure: • IT & networking • SDLC & application development • Low-code platforms • ERP systems • Digital transformation programs • Hybrid agile & waterfall environments • Strong leadership and stakeholder management skills. • Deep understanding of agile delivery and scrum practices. • Excellent planning, risk management, and financial control skills. • Strong technical understanding of development and networking environments. • Exceptional communication skills in Arabic and English. • Analytical, solution-oriented mindset. Accountability • Ensure successful completion of projects on time, within scope, and within budget. • Provide guidance and support to the project team, ensuring they meet their objectives. • Be accountable for maintaining high standards in project quality, budget management, and risk management. • Maintain project documentation and provide transparent reporting to senior management. • Ensure stakeholder expectations are consistently met throughout the project lifecycle. Authority • Authority to allocate and manage project resources effectively to meet deadlines and deliverables. • Authority to make decisions on project scope, risks, and change requests in alignment with stakeholders. • Authority to lead and direct project teams and ensure efficient project execution. • Authority to manage project budgets and ensure cost efficiency across all stages of the project lifecycle.
