Position: Senior Information Management Specialist Duration: 1 Year assignment (contract) Client Location: Toronto (Hybrid: 7.25 hours/day between 8:00 AM and 5:00 PM, Monday to Friday) Engagement Model: Professional Services Engagement – B2B (Incorporated Entities Only) Note on Assignment Type This position is provisionally Hybrid, requiring 7.25 hours per calendar day between 8:00 AM and 5:00 PM, Monday to Friday (excluding breaks). Conditions may change based on organizational requirements and at the discretion of the Hiring Manager. About the Engagement The Senior Information Management Specialist will support the ongoing maintenance, enhancement, and modernization of the institution’s GIS‑based 911 road network, integrating multi‑source data into a unified, standardized GIS repository. The role requires high‑level expertise in GIS application support, spatial data governance, system upgrades, and the development of analytical and operational dashboards to support institutional planning and NG911 readiness. Scope The selected resource will contribute to GIS operational excellence by supporting data integrity, lifecycle management, spatial analysis, and transformation activities. Responsibilities include: • Maintaining the 911 road network by collecting, synthesizing, compiling, and distributing data from multiple internal and external sources into a centralized GIS repository. • Providing application support and troubleshooting for GIS data maintenance, refresh cycles, database transformations, and resolving issues across GIS applications and spatial databases. • Developing enhancements to GIS related software, databases, automation processes, data quality tools, and client facing products. Assignment Deliverables • Maintain and enhance the standardized GIS repository supporting the 911 road network. • Deliver analytic outputs, visual dashboards, and spatial reports illustrating operational trends. • Provide technical troubleshooting, support, and enhancements across GIS tools and databases. • Execute GIS system upgrades, data transformations, and quality‑assurance processes. • Lead or support GIS modernization initiatives, including ArcGIS upgrades and NG911 preparedness. Expertise Required Must Have: • Strong knowledge of GIS principles, practices, spatial standards, and procedures • Experience with enterprise GIS applications and spatial database technologies • Extensive hands‑on experience with ArcGIS, GIS databases, and related data standards • Ability to review, understand, and develop code in SQL, Access, Xbase, Dbase, etc. • Knowledge of internal/external data sources and applicable data‑exchange standards • Ability to develop enhancements for GIS software, databases, and automation tools • Experience creating custom GIS reports, maps, and dashboards • Ability to gather business requirements and update business rules accordingly Nice to Have: • Proven project management and organizational skills for leading GIS initiatives • Demonstrated leadership experience providing technical guidance to teams • Strong consultation and facilitation skills to identify client needs and support standards adoption.
