Job Title: Technical Program Leader Location: San Jose, California (On-site) Job Description We are seeking an experienced Strategic Technical Program Leader to oversee integrations and custom application development in the IWMS ecosystem. This role demands a strategic mindset, technical expertise, strong cross-functional collaboration and exceptional stakeholder management to ensure seamless execution, risk mitigation, and high-quality, scalable deliveries. In this role, you will oversee program roadmaps, governance structures, and technical execution while driving collaboration across engineering, product, and business teams. You should also be equally adept at presenting your team's analyses and recommendations to executives as you are at discussing technical trade-offs in solution development with engineers. Key Responsibilities Governance: Establish and drive a governance framework that enhances executive decision-making, prioritization, and risk management across programs. Establish a reliable and visible cadence for program reviews, decision-making, prioritization, and Resource Stewardship. Ensure governance structure effectively exposes and mitigates dependencies. Ensure proactive change management to accelerate program velocity and efficiency. Roadmap & Program Scalability: Work with core engineering teams to develop and articulate long term strategy and short term plans. Develop roadmaps, engage teams and engineers and set the pace for development. Use technical judgment to drive project delivery and technology reviews/proposals and build consensus amongst cross-functional teams. Provide a quantitative analysis focus and translate findings into recommendations and actionable plans. Set project/program success criteria, create measurable milestones, track deliverables and deliver customer value. Design and launch new processes, process improvements, and help program teams scale Technical Program Leadership: Lead and manage large-scale technical programs, including custom web application development, IBM Tririga integrations with corporate systems, API integrations, and AI/ML initiatives. Drive program execution with a focus on timeliness, scalability, and long-term sustainability, ensuring high-quality deliverables. Provide strong leadership to the technical team, fostering a positive work environment, resolving conflicts, and ensuring seamless collaboration with cross-functional teams and vendors. Stakeholder Satisfaction & Reporting: Foster strong relationships with stakeholders and ensure their needs are met, keeping them engaged and satisfied with the program's progress. Prepare clear and concise reports, presentations, and updates to communicate the status of the program, risks, and successes. Cross-Functional Leadership & Collaboration: Work closely with diverse teams (engineering, design, product management, operations, etc.) to ensure alignment and successful program delivery. Lead and support the team, maintaining focus on project objectives and ensuring that all team members are collaborating effectively. Risk & Issue Management: Proactively identify and assess risks and challenges, developing effective mitigation plans to minimize impact. Ensure that risks are clearly communicated to stakeholders, with detailed solutions and timelines for mitigation. Maintain a strong focus on minimizing production issues and delays. Mitigation Planning: Develop and manage mitigation plans for program risks and roadblocks, ensuring that teams are equipped to handle challenges and continue to meet objectives despite obstacles. Web Application & API Development: Oversee the seamless integration and development of web applications and APIs, aligning these developments with the broader IWMS strategy. AI/ML Development: Work with AI/ML engineers to implement machine learning models that enhance decision-making, system automation, and overall business processes. Data-Driven Decision Making: Use metrics and analytics to track project progress, identify areas for optimization, and make data-driven decisions that guide the program’s evolution. Quality Assurance & Performance: Ensure that all program releases (web applications, AI/ML models, and APIs) meet the highest quality standards. Monitor and optimize performance to handle large volumes of data or users and ensure scalability. Clear Communication & Storytelling: Effectively communicate complex technical information to non-technical stakeholders. Craft compelling narratives to demonstrate the impact and value of the technical work being done. Agility & Flexibility: Work in an Agile environment, adapting to evolving business needs while maintaining a focus on quality and timely delivery. Advertising the Work: Showcase the progress of technical programs to stakeholders, demonstrating how they align with business goals. Ensure that key achievements and deliverables are well-communicated and celebrated across the organization. Qualifications Bachelor's or Master’s degree in Computer Science, Information Technology, Engineering, or a related field. 15+ years of experience in Technical Program Leadership or similar roles. Expertise in managing custom web applications, AI/ML models, and APIs at scale. Prior experience in consulting roles is a plus. Strong understanding of system architecture, software development lifecycle (SDLC), integration processes, and release management. Proven experience in cross-functional leadership, with the ability to align and collaborate across teams (engineering, design, product, etc.) Experience working with IBM Tririga or similar IWMS applications is preferred. Expertise in creating clear, concise, and visually compelling presentations and reports to effectively communicate program status, risks, and successes to stakeholders, including executives. Exceptional ability to influence stakeholders, drive alignment, and balance competing priorities while ensuring high-impact deliverables. Proven expertise in enterprise risk management, change leadership, and strategic mitigation planning to drive program success. Exceptional communication skills in English (both written and verbal), with the ability to convey complex technical concepts to diverse audiences, including senior leadership and non-technical stakeholders. Proficient in Agile and Scrum methodologies. Demonstrated ability to orchestrate multiple large-scale, high-priority initiatives with precision, balancing scope, resources, and deadlines effectively.
