To assist in the growth and development of the Enterprise Risk Management Framework and to provide ongoing consultative assessment and internal control design services for Vanguard's European business units. The Vanguard European IT landscape has grown rapidly over the recent years. Vanguard Europe currently has an open role for a 2nd Line IT Risk Business Partner, with IT Risk Management expertise. The role will assist in the growth and development of the Enterprise Risk Management Framework and to provide ongoing consultative assessment and internal control design services for Vanguard's European business units. Role and responsibilities • Provides risk guidance, oversight, and assurance services to the business and IT teams based on the Vanguard's risk framework. Provides expert level IT technical risk advice and direction for critical software, middleware, or hardware projects on multiple platforms. • Acts as a consultant for management team to draw on for advice and guidance regarding efficiency and effectiveness of IT risk management within the business. • Develops and maintains strong relationships with internal stakeholders to understand their ongoing risk needs. Acts as a thought partner to the business. Builds credibility as a thought partner, and effectively persuades and influences others. • Provides technical risk and architecture thought leadership and expertise. Provides independent challenge and oversight in the development, implementation, and management of short- and long-term technical risk management strategies in accordance with business goals and objectives as well as standard risk management policies and procedures. • Provides independent oversight on key European (cross jurisdictional) IT change projects including any impact on the regional and/or European risk profile. • Leverages the industry best practice for IT and follows the risk and controls assessment framework to assist both business units and projects to identify and measure risks inherent to their processes and initiatives, understand controls in place to manage risk, and identify unacceptable control gaps. • Works with business unit management and project teams to establish risk mitigation strategies, detailed control improvement plans and approaches to controls monitoring. • Works closely with the global risk partner community, Internal Audit and Compliance to identify areas for further efficiency and opportunities to drive more consistent practices. Supports interactions with the wider Global Risk & Security (GR&S) team, facilitating discussions and removing roadblocks where they may arise. • Provides risk-based training programme to the business to foster a risk-smart culture. • Stays updated on any specific IT related regulatory requirements including any upcoming changes, and support integrating those into the Risk Management Framework, where applicable. • Provides guidance to the Business Functions Controls teams to support the execution of the ERMF with regards to the IT risks. Participate in special projects and perform other duties as assigned What it takes • 7+ years of general technology, IT risk or IT audit experience, including at least 5 years of relevant hands-on experience. • Undergraduate degree in an IT related field of concentration (e.g., Computer Science, Information Technology, MIS) or equivalent combination of experience and training. • Demonstrated technical knowledge or hands-on experience in the last couple of years e.g. Cloud computing, or Digital Business • Demonstrated ability to function in an ambiguous & diverse environment while balancing multiple projects • Understanding of the Funds management industry as well as the nature of risks subject to Vanguard Europe and the industry at large. • Strong communication, interpersonal, and organizational skills with the ability to contribute in a dynamic, fast-paced team atmosphere • Ability to manage multiple priorities and to perform complex analyses under tight deadlines. • Communication and influence skills, able to navigate, persuade and build buy-in across a matrix structure.
