Description
The Information Technology (IT) department is seeking an IT Manager to handle the day-to-day functions of the IT Strategic Planning team
The candidate will lead the formulation and execution of the information technology strategic plan and supporting activities through informed decision making to guide investments that deliver outcomes and maximize IT value aligned to countywide business needs and goals.
Effective December 31, 2023, there will be a general salary adjustment of 2.5% to the minimum and maximum of the range.
Location and hours :
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training).
Supervisors will provide as much advance notice as practicable. Work hours are Monday Friday, 8 a.m. - 4 : 30 p.m. with flexibility.
Based on business needs of this position, hires must live in or relocate to Minnesota.

In this position, you will :
• Manage and direct the work of the IT Strategic Planning team to achieve enterprise-wide objectives.
• Develop and implement strategic plans for technology delivery, assessing current-state and understanding business and technology future needs, monitoring trends and disruptors, and oversee the implementation of long and short-range plans for assigned areas that supports county government business and services.
• Develop strategies and approaches to enable the capabilities to provide countywide technology services via strategic partnerships with leadership, business line representatives, and other supporting areas to achieve business outcomes through collaboration, leadership, and sharing of knowledge to shape, influence, and drive change.
• Work with internal and external customers to identify technology needs, including identification of strategies and organizational investments to realize their outcomes.
Make recommendations to management regarding approaches to meet business needs.
• Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity and inclusion.
• Exemplify the critical success factors of strategy planning (strategy, business architecture, measures, and storytelling).
Need to have :
• One of the following :
• Nine years or more of experience as an information technology specialist within the last eleven years; two of which were in the information technology supervisor level.
• Certification in an IT program and seven years or more of experience as an information technology specialist within the last nine years;
two of which were at the information technology supervisor level.
Associate degree in approved related field and seven years or more of experience as an information technology specialist within the last nine years;
two of which were at the information technology supervisor level.
Bachelor's degree or higher in computer science, management information systems (MIS), or an approved related field and five years or more of experience as an information technology specialist within the last seven years;
two of which were in the information technology supervisor level.
Nice to have :
• Experience :
• With business architecture, strategic planning, business analysis, or enterprise architecture with supporting education, training, or certificates in one or more of these areas.
• Related to portfolio management and strategic planning.
• Working with internal and external customers to identify technology needs, including identification of strategies, potential solutions, and resource requirements, and make recommendations to management regarding the best method to assist customers in meeting their business needs.
• In the support for the delivery of digital services.
