As part of a federal grant initiative, we are seeking a dedicated and experienced Program Manager to play a pivotal role in the ConnectALL Office (CAO) grant programs. Role Overview Reporting directly to the Senior Director of Broadband Deployment, the Program Manager will be instrumental in designing and managing the CAO grant programs. This role involves overseeing day-to-day program operations and the implementation of ConnectALL projects. Responsibilities Lead the design and administration of broadband deployment programs, ensuring compliance with technical and legal requirements. Develop and implement evaluation metrics for CAO grant programs, emphasizing factors such as need, implementation capability, affordability, and innovation. Coordinate technical assistance programs for potential grantees, including identifying and procuring subject matter experts. Provide hands-on assistance to potential grantees, managing technical assistance events, creating external-facing materials, and troubleshooting as needed. Oversee the launch of application portal(s), review and evaluate proposals, and lead the contracting process with selected grantees. Manage the implementation of multiple large, diverse, and complex projects, ensuring adherence to schedules and contractual obligations. Maintain regular communication with grantees, project partners, and stakeholders, identifying and addressing risks and troubleshooting deployment issues. Track and report on various project progress indicators and metrics, collaborating with the Research and Data Analysis team. Develop internal- and external-facing materials to support project and program implementation. Collaborate with the Field Inspection team and external technical advisors/consultants to verify completion of infrastructure installations and ensure compliance with program requirements. Support the Governor’s ConnectALL agenda through additional tasks as needed. Requirements Education: Bachelor’s degree. Experience: 4-6 years of work experience, with a minimum of two years in broadband/telecommunications deployment or management of major capital construction/infrastructure projects. Strong project management experience, including coordination with interdisciplinary teams. Experience navigating local, county, and/or state government processes for construction/infrastructure projects. Knowledge of broadband delivery technologies, network designs, delivery management systems, and related technical and regulatory issues. Proficiency in Microsoft Excel, ArcGIS, and Google Earth; advanced proficiency preferred. Willingness to travel in support of CAO projects and stakeholder engagement events. Experience with the development and administration of public grant programs or other solicitations (RFIs/RFPs) preferred.
