Summary This position is located within the Office of Information Technology, Division of Information Technology Operations (DITO). The incumbent will serve as a DITO IT Project Manager and responsible for the successful planning, scheduling, execution, and implementation of various project initiatives to deliver and enhance enterprise technology solutions in support of the IHS mission Project Management Responsibilities Plan and manage IT projects throughout the system development life cycle (SDLC). Manage the scope, schedule, and cost of assigned projects and informs management of status, progress, and results obtained throughout the lifecycle of assigned projects. Manage projects of all sizes including large projects over $10 million and/or multiple projects delivering IT solutions. Serve as a project management subject matter expert. Provide consultation to senior management on unusual, complex, and/or controversial IT and project management problems. Advise leadership on project management best practices and improves or develops new project management processes. Provide guidance to project teams and coordinates all project activities of multiple contractors, vendors, government resources and other project participants across multiple locations. Technical Responsibilities Conduct technical analyses of complex IT system solutions and provides management with accurate and timely technical conclusions and recommendations. Lead complex technical sessions or meetings to coordinate cross-functional teams for developing advanced solutions is multiple technology disciplines such as IT infrastructure, cybersecurity, finance, medical, cloud services, software development, and others. Develop complex project schedules and integrated master schedules using standard project management tools such as Microsoft Project. Security Responsibilities Accountable for complying with the agency-wide information security program. Safeguards Federal information and information systems from a known or reasonably suspected information security threat, vulnerability, or risk. Ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of IT products and services. Ensure implementation of security requirements and security practices throughout the SDLC of IT solutions to minimize risk to the organization. Rapidly adjust designs and program solutions based on new threat and attack information. Evaluate functional requirements and promotes the secure development of customer-oriented solutions. Budget and Acquisition Develop project resource and cost estimates. Develops multi-year budget estimates to include full life cycle costs. Manage various aspects of procurement related activities such as preparing acquisition packages, participating in technical evaluations, managing contract activities and evaluating contract deliverables. Act as the Contract Officer Representative (COR) for IT contracts. Provides guidance and oversight necessary to meet contract requirements. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC QUALIFICATIONS Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. Minimum Qualifications Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following work and/or tasks. Examples of qualifying specialized experience must include, but is not limited to: • Experience in project management requiring the leading of cross functional matrix teams, analyzing, planning, designing, and documenting Information Technology Operations (ITOPS), and Information Technology (IT) systems, applications and functions; AND, • Experience serving as a technical lead in applying best practices to enhance software design, implementation and support between organizations, operating systems, and application services, AND; • Experience managing IT system configuration, system changes and databases technology functions in support of the exchange of information in a healthcare informatics environment, AND; • Experience performing capital planning analyses, interoperability investment cost analysis, budget management, and contract administration functions in accordance with business and functional requirement processes.
