The Tulare County Health & Human Services Agency (HHSA) is actively recruiting for a Division Manager for Child Welfare Services to join the Human Services Department. The Division Manager for Child Welfare Services is an At-Will employee, reporting to the Deputy Director of Child Welfare Services.
The Division Manager for Child Welfare Services is accountable for the supervision, direction, and coordination of multidisciplinary programs within the division. Successful candidate will define program plans and goals while establishing procedures to assure effective program administration within CWS and collaboratively within the Agency regarding family and children’s wellbeing. Additional responsibilities consist of monitoring complex budgets with multiple funding streams, as well as the development and evaluation of programs and services to ensure compliance with state and federal requirements. The Division Manager will review legislative proposals and provide recommendations on necessary changes in terms of fiscal, personnel, budget, and other administrative functions within Child Welfare Services and associated with children’s services.
Ideal candidate will have the ability to apply principles and techniques of social work, including diagnostic and treatment procedures for resolving family problems. The Division Manager for Child Welfare Services will be knowledgeable of pertinent federal, state, and local laws, rules, and regulations pertaining to the custody, care, and protection of children. The successful candidate will have a proven understanding of management and operational practices applied to the analysis and evaluation of programs and policies and the principles of administration, personnel management, and budget preparation. Additionally, the Division Manager will be able to communicate effectively with people from diverse ethnic and socioeconomic backgrounds.
The Division Manager for Child Welfare Services is expected to actively engage with other government agencies and with various community interest groups. They will develop and maintain effective working relationships with community groups, courts, and law enforcement.Key Responsibilities

Required Qualifications

Education:
• Bachelor’s degree with major course work in social work, public or business administration, or closely related field.
Experience:
• Three years of increasingly responsible supervisory, administrative, or managerial experience related to planning, organizing, and directing programs associated to a children’s system of care with a focus on child and family well-being and a fundamental knowledge of Child Welfare Services.
